What is Specified Skilled Worker ?



Specified Skilled Worker is one of Japan’s work visas. By using this system, it is relatively easy to work in Japan, so the number of foreigners seeking a specific skill visa is increasing.

As of March 2022, 64,730 foreigners are working under a Specified Skilled Worker visa. Japan aims to accept 350,000 specified skilled workers, so it is expected that there will be more employment opportunities in Japan in the future.

In order not to miss a job opportunity in Japan, it is necessary to understand the Specified Skilled Worker system properly.



Details of the Specified Skilled Worker system



Period of stay

There are two types of specified skilled worker visas: Specified Skilled Worker No.1 and Specified Skilled Worker No.2

The period of stay for Specified Skilled Worker No. 1 is up to 5 years.
This five-year period does not include the time spent in your home country.

The period of stay for Specified Skilled Worker No. 2 is indefinite.
However, Specified Skilled Worker No.2 can only be obtained after completing Specified Skilled Worker No.1, and there are conditions to obtain it.

Occupation/Industry

The following 14 industries are allowed to work as a Specified Skilled Worker No. 1.
Specified Skilled Worker No. 2 can be accepted in two industries: Construction, and Shipbuilding, and ship-related industry.

  • Nursing Care
  • Building Cleaning Management
  • Machine parts & tooling industries
  • Construction industry
  • Shipbuilding and ship machinery industry
  • Automobile repair and maintenance
  • Aviation industry
  • Accommodation industry
  • Agriculture
  • Fishery & aquaculture
  • Manufacturer of food and beverages
  • Food service industry

Eligibility for Specified Skilled Worker Visa

There are two ways to obtain a Specified Skilled Worker

Completion of Technical intern training program

Those who have completed the technical intern training program can immediately switch to a Specified Skilled Worker visa and are permitted to work in the same occupation. Currently, many foreigners working on Technical intern training visas obtain a Specified Skilled Worker visa in this way.

*If you want to obtain a Specified Skilled Worker visa in a different industry/occupation even after completing the technical intern training program, You will need to take the “Specified Skilled Worker test” that will be introduced next.

Acquisition of qualifications for the Prometric Test and the Japanese Language Examination

Another way to obtain a Specified Skilled Worker visa is to get the qualifications for the Prometric Test and the Japanese Language Test.

The Prometric Test is a test to measure skills and knowledge in each field. Prometric tests are conducted several times a year, so it is necessary to check so that you do not miss a test date.

For the Japanese language test, it is necessary to pass the Japanese Language Proficiency Test N4 or higher or the Japan Foundation Japanese Basic Test A2 or higher.

*If you have completed the technical intern training program, you don’t need to take the Japanese Language Examination.

Change of Occupation

For Specified Skilled Worker, it is possible to change jobs.
If it is a job within the same occupation, you can change jobs as soon as you find a job.

If you want to change jobs to a different occupation, you must take the Prometric Test and obtain a Specified Skilled Worker test qualification.

Documents required for visa application



In order to apply for a Specified Skilled Worker visa, the following personal documents are required.

  • Application for Change of Status of Residence (4 x 3 photo)
  • HEALTH CHECK REPORT
  • Declaration by Medical Checkup Examinee
  • EMPLOYMENT CONTRACT FOR SPECIFIED SKILLED WORKERS
  • Written Employment Conditions
  • PAYMENT OF WAGES
  • Explanation of Employment Background
  • National pension insurance premium receipts (copy) or Document which list all of the Applicant’s pension records to date
  • List of Documents to be Submitted for Application for Residency of Specified Skilled Workers
  • Taxation Certificate
  • Certificate of Tax Payment
  • Withholding Tax Slip
  • A copy of your National Health Insurance Card
  • National Health Insurance Payment Certificate
  • Explanation of the Contracted Consignment of Aid with the Registered Support Organization

When switching from a technical intern training visa or a student visa to a Specified Skilled Worker visa, you will need to prove that you have properly paid your taxes, so be sure to pay your taxes.
